Citizens want the European Union to act with unity and ambition with defence, security and economy being key priorities, latest Eurobarometer survey reveals. Europeans are particularly concerned about ongoing conflicts and wars, as well as societal and digital issues, including disinformation. EU’s inhabitants would also like to see the EU play a more significant role in protecting them.
The results of the latest Eurobarometer survey point to a call for action for a stronger EU in the current international context. Especially young people have high expectations regarding the role of the EU and continue to be amongst the most fervent supporters of the European project.
A majority of Europeans say they are ‘highly worried’ about a range of issues, such as active conflicts and wars near the European Union (72 per cent) and terrorism (67 per cent). Natural disasters made worse by climate change and cyber-attacks from non-EU countries are also seen as an important issue.
Strong call for more unity
According to the survey, 89 per cent of respondents say that EU member states should be more united to face current global challenges. 86 per cent of the population want the EU to have a stronger voice at the international level.

Another important aspect is the EU’s role in protecting the population. 66 per cent of Europeans would like the EU to play a greater role in protecting them against global crises and security risks. Respondents see defence and security, competitiveness, economy, and energy independence as key areas to strengthen the EU’s position in the world.
A strong and growing majority of citizens think that their country’s EU membership is a good thing (62 per cent). That is a two-point increase since the question was last asked in February/March 2024.

The survey was conducted between November 6 and 30, 2025, in all 27 EU member states by the Verian research agency. The survey was conducted in the form of face-to-face interviews. In some countries, video interviews were also used. A total of 26,453 interviews were conducted.
